That would depend on whether 'tapping up' existed as a concept outside of the minds of English football journalists, and indeed had any greater legal basis than an enfeebled accusation used only by selling clubs as a means to create bad press for (and therefore place pressure on) buying clubs.

Luckily it doesn't, because footballers can talk to other potential employers (whether via agents or whatever), just as employees in almost any other industry do. Very few transfer bids are made without the buying club already knowing that the player is at least theoretically interested first. The idea that only a few Big Evil Clubs engage in this activity in nonsense.
