I'm very casually looking at steam decks and I see that it says 2-8 hours or 3-12 hours of gameplay for battery life - that sounds bad, but maybe because I am thinking of my phone or Switch's battery life - are the batteries bad or do they hold up pretty well>?

Don't expect to play for very long on battery on any of these handheld systems. I'd say 3hrs is far more realistic than 8-12hrs too depending on the game/settings.

I have an Ally X and the main upgrade over the original was the battery and it's still not fantastic, but I'm never too far from a power point to worry about that anyway. And there's plenty of battery packs you can buy to extend play further.

You can adjust your fps target to increase the battery life too.

Also this is a terrible comparison.  Running over fictional people in a fictional game can't compare to playing as a real Army who wanted to keep real people enslaved

Probably for the best.  Shermans 'Total War' strategy would've meant few survivors.  Him being there would not have cancelled out the fact that Confederate fuzes sucked and either didn't explode, or exploded far behind Union lines, taking out trees or horses instead of men
